McDowell Purcell’s procurement team provides a comprehensive service for our clients that includes expert advice regarding the production of effective, legally robust tender documents and the legal obligations associated with the evaluation, scoring and notification processes to be undertaken prior to appointment of a successful bidder.

The McDowell Purcell Procurement Unit is led by Alison Hardiman, a former practising barrister who subsequently worked as in house lawyer in the Railway Procurement Agency (now Transport Infrastructure Ireland), working on the Metro North public procurement project in particular. She has also worked as a consultant to numerous law firms in relation to their tender practices and has gained significant experience regarding the practical application of the legislation governing this highly technical area of law.

The procurement team is highly experienced in advising clients on the preparation of effective Requests for Tender and the impact of language and scoring in those documents for contracting authorities. This team works closely with our procurement litigation experts within the McDowell Purcell litigation team in order to provide our clients with a comprehensive service from drafting and interpreting of tender documents through to managing all aspects of procurement challenges before the courts.
